Kalungu District Local Government has bid farewell to Madam Fausta Nalugwa, the District’s pioneer District Planner, following her retirement after attaining the mandatory retirement age of 60 years.

Madam Nalugwa served Kalungu District for 16 years, from its establishment in 2010, playing a key role in building and strengthening the District Planning Unit and laying a strong foundation for evidence-based planning and development.

During her tenure, she coordinated the preparation of District Development Plans, annual budgets and work plans, strengthened monitoring and evaluation, supported development projects and provided technical guidance to Council and the District Executive Committee. She also contributed to resource mobilisation, coordination of development partners, statistical planning and mentoring of young officers.

Her technical contribution was particularly recognised in the planning and implementation of major District infrastructure projects, including the modern District Council Hall. Colleagues described her as a disciplined, dependable and highly committed public servant whose strong emphasis on deadlines, accountability and quality work left a lasting mark on the District.

The farewell ceremony, held at the District Council Hall, brought together political and technical leaders, staff, development partners, family members and friends. The Resident District Commissioner, Mr. Katabaazi Seith, and Deputy Chief Administrative Officer, Mr. Mugizi Obed, who represented the Chief Administrative Officer, commended Madam Nalugwa for her exemplary service and encouraged her to continue sharing her experience with the next generation of planners.

In her farewell remarks, Madam Nalugwa expressed gratitude to God, her colleagues and the District leadership for the teamwork and support she received throughout her career. She encouraged staff to continue supporting the officers in the Planning Department so that the District's planning function remains strong.

Madam Nalugwa leaves behind a legacy of professional excellence, discipline and dedicated public service, having played an important role in shaping Kalungu District's planning and development systems since its creation in 2010.
